The name is from the people of the Oaxaca valley in south-eastern Mexico, who have a centuries-old tradition of growing chillies. It is one of the oldest domestic peppers in the world, which made it a logical model for a blend built on two serious chillies.
Ground, sprinkled on meat and beans, or worked into a marinade and into the pan before the meat is cooked. Anise and fennel give an aroma that is recognised before the taste.
